Grzegorz Małecki

Independent expert in the field of national security. He specializes in advising on the reform of intelligence and security services systems and the construction of competitive intelligence and information security systems in strategic sectors of the national economy.

A long-time official of the Polish intelligence and security services UOP, ABW and AW, Head of the Foreign Intelligence Agency in the years 2015 – 2016. He also has extensive experience in working for various government and local government administration structures, acquired in diplomacy (as the First Counselor of the Polish Embassy in Madrid), the Chancellery of the Prime Minister, where he was the director of the Bureau and the Secretary to the Committee for Intelligence and Security Services, as well as at the Opole City Hall, where he created the internal control and audit department. He specializes in advising enterprises and national and international organizations that conduct projects related to the construction and reorganization of internal security systems and intelligence and security services, as well as economic and competitive intelligence systems.

He has been participating as an external expert in national security system reform projects in Ukraine, Moldova and Armenia. As the head of the Foreign Intelligence Agency, he chaired the work of the NATO Civil Intelligence Committee (NATO CIC), associating heads of civilian intelligence services of all NATO countries. The Committee, under his leadership, participated in the work on the reform of the NATO intelligence system finally adopted at the summit in Warsaw in July 2016. During his career, he participated in numerous conferences, panels and debates organized in Poland and in a number of NATO and European Union countries. Chairman and member of government delegations at various levels to meetings of committees and other bodies of the EU and NATO. Co-author of innovative organizational and legislative solutions in the field of state security. Author of numerous publications, articles and press, television and radio interviews in Polish and foreign media, devoted to the issues of national security, intelligence services, cybersecurity, economic intelligence, international situation, in particular in relation to the countries of the former USSR.
