The strategic workshop titled “Building State Resilience to Crises” is a pilot program implemented by the Casimir Pulaski Foundation in partnership with the PZU Foundation, in cooperation with the Embassy of Finland in Poland, the National Freedom Institute, and the Fire University. The initiative aims to promote a whole-of-government and whole-of-society approach within the development of an integrated system for protecting the state and its citizens, strengthen inter-ministerial and cross-sectoral cooperation for state resilience in crisis management in Poland, and advance Polish-Finnish cooperation as well as civil-military partnerships across EU countries to enhance overall preparedness.
The first edition of the program will take place on December 1–3, 2026, at the headquarters of the Fire University at 52/54 Słowackiego Street in Warsaw. The workshops are based on the experience of the Finnish Comprehensive Security model and the National Defence Course format. The program is tailored for a highly selected group reflecting the state’s actual decision-making circle in crisis situations, covering the intersection of central, local government, and operational levels. Invitees include ministry leaders, parliamentarians, department directors from key ministries, representatives of the Chancellery of the Prime Minister (KPRM), the Chancellery of the President (KPRP), the National Security Bureau (BBN), voivodes, city mayors, members of the Armed Forces, crisis management entities, as well as critical infrastructure operators and representatives of the academic and social sectors. The workshops will be conducted by prominent subject-matter experts from Finland alongside Polish specialists who will ensure that theoretical frameworks are contextualized within domestic legal and institutional conditions.
