Specialization: Strategy and public policy for the defense industry (Poland and the EU), innovation and R&D, drones, counter-drone systems, digital infrastructure for drones, innovation financing, financial instruments for the defense sector, intellectual property.
She specializes in regulatory and technological strategy, as well as the commercialization and implementation of new technologies, managing strategic programs. For over 15 years, she worked as a lawyer in international and Polish law firms, specializing in intellectual property law and new technologies, advising on contracts, transactions, and disputes in highly regulated sectors, including defense, finance, aviation, and telecommunications.
From 2017 to 2021, she was responsible for an inter-ministerial government program aimed at developing digital infrastructure for drones, including acting as a representative of the Minister of Infrastructure overseeing the President of the Civil Aviation Authority and the Polish Air Navigation Services Agency. In this role, she participated in the expert group of EASA (European Aviation Safety Agency), supervised the implementation of the UTM system by the Polish Air Navigation Services Agency, and secured funding for drone projects (initially EUR 161 million). She was the initiator and co-author of the White Paper on the Unmanned Aerial Vehicle Market (2019), which outlined the strategic framework for the development of the drone market in Poland (civil applications). She has been admitted as a NATO civilian expert in unmanned transport.
From 2022 to 2025, she was responsible for implementing the ESG strategy at PKO Bank Polski SA.
She is the author and co-author of numerous publications on innovation, new technologies, and defense, including the Pulaski Report “The Polish Defense Industry and the Defense Procurement System vs. the Armed Forces Modernization Program of the Republic of Poland” (Casimir Pulaski Foundation, 2015), “Autonomous Transport of the Future” (Ministry of Infrastructure, Polish Economic Institute, 2020), and “R&D Commercialization Guide for Practitioners” (Ministry of Science and Higher Education, for NCBiR, 2010).
A graduate of Jagiellonian University (2000), a licensed legal counsel (2005), she has pursued additional education at the University of Warsaw, SGH Warsaw School of Economics, Oxford, Cambridge, and Stanford.
