State Resilience: From Investment to Action
The “State Resilience: From Investment to Action” project is a pilot initiative implemented by the Casimir Pulaski Foundation in partnership with the PZU Foundation, in cooperation with the Embassy of Finland in Poland, the National Freedom Institute, and the Fire University.
The initiative aims to promote a whole-of-government and whole-of-society approach within the development of an integrated system for protecting the state and its citizens, strengthen cross-sectoral cooperation for crisis management in Poland, and advance Polish-Finnish partnership as well as civil-military relations across European Union countries.
The outcome of the project will be the establishment of the framework for a Polish training program inspired by the Finnish model and drawing on best international practices.
The project encompasses panel discussions on democratic resilience during the Warsaw Security Forum, high-level strategic workshops based on the Finnish model, a study visit to Helsinki, and the preparation of an operational report.
Warsaw Security Forum – Panel Discussions on Democratic Resilience
The Warsaw Security Forum (WSF) is one of the premier European conferences dedicated to shaping joint responses to key international security challenges. WSF gathers 2,500 participants representing national governments, international organizations, the private sector, expert communities (think tanks), and civil society. The two-day WSF program includes 100 substantive formats, featuring high-level panels, Chatham House rule discussions, closed roundtables, and bilateral meetings, complemented by sector presentations and side events.
Building State Resilience to Crises – Strategic Workshops Based on the Finnish Model
In December 2026, high-level strategic workshops based on the experience of the Finnish Comprehensive Security model and the National Defence Course format will take place at the headquarters of the Fire University in Warsaw.
The workshop program is tailored for a highly selected group reflecting the state’s decision-making circle in crisis situations, covering the intersection of central, local government, and operational levels.
Invitees include ministry leaders, parliamentarians, department directors from key ministries, representatives of the Chancellery of the Prime Minister (KPRM), the Chancellery of the President (KPRP), the National Security Bureau (BBN), voivodes, city mayors, members of the Armed Forces, crisis management entities, as well as critical infrastructure operators and representatives of the academic and social sectors.
The workshops will be conducted by subject-matter experts from Finland alongside Polish specialists who will ensure that theoretical frameworks are contextualized within domestic legal and institutional conditions.
Operational Report
Based on the insights gained from the strategic workshops, an expert team will prepare a report containing conclusions on the applicability of this training format to the Polish crisis management and civil defense system. The report aims to analyze Finland’s systemic solutions alongside the current model being developed in Poland. The bilingual (Polish-English) report will be distributed free of charge in both digital and print formats.
Study Visit to Helsinki
A key element in building Poland’s future training cadre will be a study visit to Helsinki focused on an in-depth analysis of the Finnish model. The itinerary will include meetings with representatives of the government administration, the Armed Forces, and institutions responsible for national security and crisis management.
Participants will gain first-hand experience with practical components of the cross-sectoral collaboration system (whole-of-government and whole-of-society), crisis action coordination mechanisms, as well as solutions for critical infrastructure protection and resilience against hybrid threats.
