On June 6th-7th, the Casimir Pulaski Team will visit Oslo, Norway as part of the NORPOLFACTOR project and a Warsaw Security Forum Advocacy Trip. Representatives of the Casimir Pulaski Foundation (CPF), in collaboration with the Norwegian Institute of International Affairs (NUPI), will present the findings of a joint report, “NORPOLFACTOR— Polish-Norwegian Perceptions and Interactions.” The NORPOLFACTOR Project aims to present an assessment of the impact Russia’s full-scale invasion of Ukraine has had on the security challenges, risks, and threats Poland and Norway currently face. As part of the advocacy trip, the Casimir Pulaski team will be joined by members of the Polish Sejm, MP Paweł Bliźniuk and MP Paweł Jaskulski. The Polish Delegation will meet with Norwegian officials, including Chairwoman of the Standing Committee on Foreign Affairs & Defence, Ine Eriksen Søreide, and the Chief of Civil Defence, Øistein Knudsen, Jr..

The first report of a series in the NORPOLFACTOR Project was published this week, and will be presented on Friday, June 7th. The Polish think tank, the Casimir Pulaski Foundation (CPF), was one of the project’s two contributing partners. Representatives of CPF, Advocacy & Analysis Specialist Tomasz Obremski and Member of the Board and Director of the International Defense and Security Programme Dr. Tomasz Smura, will join NUPI for a day-long conference, presenting their analytical findings. The project analyses and maps the mutual perceptions between Poland and Norway to provide decision-makers with an assessment to help them better coordinate their approach and policies in Polish-Norwegian bilateral relations. The CPF and NUPI’s NORPOLFACTOR presentation consists of three parts: Polish Perceptions of Security Challenges in 2024, Norwegian Perceptions of Security in 2024, and Norwegian-Polish Perception Gaps. The conference will be concluded with a panel discussion titled “Areas of Cooperation and Contention.”

As part of the advocacy trip, the Polish delegation of CPF representatives and Polish Sejm MPs Paweł Bliźniuk and Paweł Jaskulski will meet with the Chairwoman of the Norwegian Standing Committee on Foreign Affairs and Defence, Ine Eriksen Søreide. They plan to discuss Poland’s growing role on the world stage and find points of bilateral cooperation with their Norwegian neighbour. The delegation will defer to Chairwoman Søreide’s extensive experience as Norway’s former Minister of Foreign Affairs and Minister of Defence to gain insights into potential avenues for further collaboration between Warsaw and Oslo.

The Polish delegation will also meet with the State Secretary of the Ministry of Foreign Affairs, Eivind Vad Petersson, and the State Secretary of the Ministry of Defence, Anne Marie Aanerud. Additionally, they will have a sit-down dinner and discussion with Tomasz Orłowski, Chargé d’affaires of the Polish embassy in Norway, and the Polish embassy staff. Finally, the CPF representatives and members of the Polish Sejm will hold an official meeting with Norway’s Chief of Civil Defence Øistein Knudsen, Jr. to discuss civil defence strategies and societal preparedness for conflict.
