Joanna Kulesza

Joanna Kulesza is the Executive Director of the Lodz Cyber Hub research center at the University of Lodz and tenured assistant professor at the Faculty of Law and Administration, where she conducts research and training projects on the application of international law in cyberspace for domestic and foreign entities.

Specializations: Public International Law, Internet Governance, Cybersecurity, Artificial Intelligence, Lethal Autonomous Weapons Systems (LAWS), Cyber Diplomacy, Human Rights, Privacy, Personal Data, Media Law, and Disinformation.

She represents European Internet users in the ICANN At-Large Advisory Committee as its Vice Chair. She is a member of the European and Chinese working group on the application of international law in cyberspace, operating under the auspices of the European Union Institute for Security Studies, Geneva Center for Security Policy, and China Institutes of Contemporary International Relations, where she leads work on cybersecurity due diligence.

As the head of Lodz Cyber Hub, she manages the standing curriculum expert course on “Cybersecurity and International Law” at the European Security and Defense College. She participates in the work of the UN Ad-Hoc Committee aimed at developing a comprehensive international convention to counter the criminal use of information and communication technologies. At UniLodz she coordinates several research projects, including “Enhancing Security Cooperation in and with Asia” (ESIWA) and the “Global Human Rights Network” COST Action (CA19143).

She serves as a reviewer for Horizon Europe, COST, FWO, FNP, and NAWA. She is a member of the scientific advisory boards for international postgraduate studies in cybersecurity (including at St. Thomas University and Indiana University). She is also a member of the Scientific Advisory Committee for the European Cyber Diplomacy Project (EU CyberDirect) and an expert in the research advisory group of the Global Commission on the Stability of Cyberspace. Formerly, she chaired the Advisory Board of the Global Forum on Cyber Expertise (2019-2022) and was a member of the Scientific Committee of the European Union Agency for Fundamental Rights (2019-2023). From 2010 to 2018, she chaired the Membership Committee of the Global Internet Governance Academic Network (GigaNet). Between 2016 and 2019, she implemented projects on the protection of human rights online in several countries on behalf of the European Commission and the Council of Europe, including Ukraine, Moldova, and Serbia.
