Rafał Lipka is a resident fellow and a Head of Defence Programme at the Casimir Pulaski Foundation.

A graduate of economics and international economic relations at the Warsaw School of Economics. He is a scholarship recipient of the Ministry of Education and the Ministry of Foreign Affairs of the Republic of Indonesia and a former Universitas Sebelas Maret lecturer in international political economy. He is the author of numerous articles dedicated to the modernisation of armed forces and military technology.
