Warsaw Security Forum 2025 — What to Expect?

High-Level Participation
At the invitation of the Casimir Pulaski Foundation, the Forum will welcome dozens of high-level participants, among others ministers of foreign affairs, defense, and energy from EU, NATO and partner states.
- Weimar Triangle Meeting: The foreign ministers of Poland, France, and Germany will convene in Warsaw.
- United States: A strong American presence will include General Keith Kellogg, U.S. Special Presidential Envoy for Ukraine and Lloyd Austin, former U.S. Secretary of Defense.
- France: The Partner Country of WSF2025 will be represented by Foreign Minister Jean-Noël Barrot and a 150+ member strong governmental, parliamentary & industrial delegation.
- Germany: The delegation includes both Defense Minister Boris Pistorius and Foreign Minister Johann Wadephul.
- Ukraine: The Ukrainian government will be represented by Foreign Minister Andrii Sybiha.
- International Organizations: The Forum will welcome two EU Commissioners: Andrius Kubilius — Commissioner for Defence and Space and Michael McGrath — Commissioner for Democracy, Justice, the Rule of Law and Consumer Protection. It will also be attended by Radmila Shekerinska — Deputy Secretary General, NATO and Rafael Mariano Grossi — Director General, International Atomic
Energy Agency - Poland: Hosts include Deputy Prime Minister and Foreign Minister Radosław Sikorski, Deputy Prime Minister and Defense Minister Władysław Kosiniak-Kamysz, Finance Minister Andrzej Domański, and Marcin Przydacz, Secretary of State & Head of the International Policy Bureau at the Chancellery of the President of the Republic of Poland.
Knight of Freedom Award
The prestigious Knight of Freedom Award will be presented to Jens Stoltenberg, Norway’s Minister of Finance and NATO Secretary General (2014–2024).
He will be honored for his outstanding role in strengthening freedom and democracy in Europe. The laudation will be presented by General Lloyd Austin — U.S. Secretary of Defense (2021-2025) and Admiral Rob Bauer — Chair of the NATO Military Committee (2021-2025).
Voices of Freedom and Resistance
This year’s WSF will highlight individuals on the frontlines of the struggle for democracy and human rights:
- Yulia Navalnaya – widow of Alexei Navalny, continuing his fight for a democratic Russia.
- Oleksandra Matviichuk – Nobel Peace Prize laureate (2022), documenting Russian war crimes as head of the Center for Civil Liberties.
- Nate Vance – U.S. Marine and frontline volunteer in Ukraine, cousin of U.S. Vice President J.D. Vance.
- Sviatlana Tsikhanouskaya – Belarusian opposition leader, accompanied for the first time by her husband Siarhei Tsikhanouski, recently released after four years of imprisonment in Belarus.
From Evidence to Accountability
A special session, From Evidence to Accountability: Prosecuting Russia for Crimes of Genocide, will address international justice for Russia’s war crimes in Ukraine.
Speakers include:
- Yaroslav Bazylevich – Ukrainian father who lost his wife and three daughters in a Russian missile strike on Lviv (2024).
- Yevhen Malik and Vladyslav Zhaivoronok – Mariupol defenders and former prisoners of war.
#WSF2025 Annual Report
On the occasion of the Forum, the Kazimierz Pułaski Foundation will release the #WSF2025 Annual Report, “Winning the War Before the War: A Blueprint for Europe.”
The report urges Europe and the transatlantic alliance to: Support Ukraine decisively; Strengthen defense and resilience; Address foreign policy, energy & climate, and democratic security challenges.
